Federal $ for daycare lobby propaganda (eg from HELP) and data-mining (eg the EDI) through HRSDC's Understanding the Early Years (UEY)
Human Resources and Skills Development Canada (HRSDC) is using federal $ to pay and organize "community coalitions" to do "many tasks ranging from facilitating data collection activities; developing community interest and buy-in; strengthening community partnerships and transferring knowledge (for example, through organizing public events and media relations)....Community Action Plan, and communications products. HRSDC also paid for substitutes for kindergarten teachers training for and doing the EDI questionnaire.
